Some Concerns on the Universal Pension Scheme

If my understanding of National Social Protection Agency’s interview to Haveeru is correct, 13000 people including former Ministers Karanka Ibrahim Rasheed and Umar Zahir will be drawing Rf2000 per month from NSPA in a month’s time.

It looks like the Government put forwarded this universal pension scheme as a means to provide a safety net for our burgeoning elderly population. Anyone could see the merits of a universal pension scheme as our early baby-boomers are already headed towards retirement. My concern with NSPA’s pension scheme is not because it includes ex-ministers, but because this scheme, in its present form as explained in NSPA’s interview, will most probably become unsustainable in the next five to ten years. And I’m also a wee bit skeptical as to how much of a free transfer of resources this country can afford from the current working population to the retired. Now don’t get me wrong – I’m all for any effort that would ensure a higher standard of living for all age-groups of people in this country.

In the absence of a proper mechanism to do a means testing, the pension will have to be made a universal state pension. With around 13,000 eligible people eligible today, the total cost outlay of this scheme to our taxpayers is a whopping Rf 300million annually. And what we sometimes quite conveniently forget is that unlike in most other countries where baby boomers were a post-war phenomenon, we had our baby-boom during the late 60s, 70s and early 80s. With our life expectancies reaching levels that are comparable even to that of the developed world, in another 20 years the baby-boomer will reach retirement and we will have over 38 thousand people eligible for this universal pension. And the cost of this scheme would then spiral out of control to Rf900 million annually. And lets not forget the financial burden our government already has on account of the non-contributory pension scheme that pays 50 percent of the basic monthly salary as an on-going pension after every 20 years of service, to all government employees.

While most of us appreciate NSPA’s efforts to provide a safety net for our seniors, it appears that without major overhauls to the pension schemes, in terms of the way we fund them, they would collapse in less than ten years. And to me, the most painful part of this is that once the decision has been made to provide a universal non-contributory pension without any means testing, the ‘political cost’ of attempting to overhaul the scheme would be fatal to any government.

what are you trying to say, naimbe? this pensions scheme that offers 2000 to everyone above 65 isnt going to work. it is not viable. what the point of beating around the bush? if you dont have the courage to say it why do you even bother to run a blog? or are u being too diplomatic?

And this means test: what criteria do you suggest for the means testing. age, gender, height weight, size of island, distance from capital?

We appreciate your article criticising Himeyn Ingilaab. The article made no economic sense to us.

Now you take the issue of pension scheme. It seems you are confused. It is either you do not want to discuss what you know or you do not know what you are discussing.

The scheme is workable...the question is how to finance the scheme... the answer is tax...do not deny it is already high time for Maldives to introduce some form ad valorem tax and income tax.

We request you to write more on this area. As you know the Maldives Media needs to be fed by some educated people behind the scene...Like you Naimbe!

Keep up the good work! your articles are good and they will soon have their positive impact on our society.

I don’t know about this any more than you guys do. I only raised some concerns that I thought are important considerations in a universal pension scheme like this. Firstly, in the absence of means testing even the very well-off elderly people will be included. And I don’t think it is grossly unfair if we start giving Rf2000 a month as pensions to both ex-minister Umar Zahir and Kasimbe Average from HA. Filladhoo. Secondly, I don’t think Rf300million a year today and Rf900 million a year in 20 years time, to be paid as a universal pension, is something that a country like ours can afford to even if we levy all possible taxes under the sun. (Now, don’t get me wrong. I’m with you guys on this tax issue. I think introducing a broad-based tax regime is long over due). So, I think (a) there should be some sort of a means testing to ascertain the income levels of recipients (b) the methodology for financing the scheme should be known and it should be through a sustainable means.

And you think I’m confused. Maybe, I am. As I said I don’t know about this anymore than you guys do. But if you think I am confused you should at least tell me why you think so.

And you say that the scheme is workable. Tell me how you guys do your math to prove that a country that has a GDP of only USD 1 billion can spend around a fortieth of its GDP on pensions. And this figure excludes the on-going regular civil service pension.

BTW – If you guys think I wrote an “article criticising Himeyn Ingilaab”, you are wrong. All that I said in the post I wrote was that Himeyn Ingilaab is wrong about the resort lease extension. And I still stand by my argument. I believe Himeyn is entitled to its view and I'm entitled to mine. This is my prerogative. On issues that I agree with you guys such as introducing a broad-based tax regime, I’m with you - with every fibre of my being!

To top it off, if we introduce Unemployment Benefit do you think then that most of our youth will continue in their idle lifestyle while more will join them and continue to live off their parents! Just a thought...

naimbe, you hit it right on. I think it is a common thing for this and the previous administration to put forward promises without actually getting into the details of how to achieve it. during campaign stages both sides promised a lot of things without actually having a plan or even a feasibility/sustainability study of their promises.

I personally think we could use that money for a better health insurance scheme. speaking of which the promised health insurance scheme, any one know any details of it? how is it financed?

Naimbe, today I heard something that will get your knickers into more of a twist. I understand that within a few days the universal medical insurance for all those above 65 will also come in. I find that even more scary, as that too is apparently not means tested, and has individual cover locally up to a pretty high figure, with no exclusions like those in other countries like dental service or such. And public finances will apparently cover all the premiums!! I was also told that to my source's knowledge, no other country provides such comprehensive coverage free of charge so to speak. Guess we must have come in to some serious money to be so generous eh?
